If the spec say "Type: blabla, expanded", it will be subject to string
expansion, if not, then not.
About primary_hostname, it simply says "Type: string", so it will not
be expanded.
Many things that primary_hostname is used for are expanded, like
smtp_active_hostname and helo_data, but not qualify_domain.
