This will route all messages which get to it. You proably want a
domains = ! +local_domains
in there.
Actually your routers are a bit confused - you have a dnslookup router
above the smarthost router which will already pick up everything which
is not for +local_domains, so the only domains you're smarthosting are
local ones - very odd.
