The "existing techiques" are in fact to use end-to-end encryption by
using the likes of PGP.
Really. The world _MUST_ change in order to implement this level of
security.
There is no other proper security technique available which meets your
stated needs. Period.
It simply cannot be done (securely) any other way.
Besides, PGP has _long_ been available and usable by the vast majority
of the world (patent worries and other stupid issues aside). It really
is the best and simplest solution to the problem.
