However, lack of technical competence can indicate a remote system likely
to be exploitable.

If someone can't setup DNS properly, or get their HELO right, then it's
reasonable to conclude their security will be lacking too and the spammers
will find a way to abuse it.

We generally use this sort of thing as filter-fodder, rather than grounds
for outright rejection.
