[exim] Intermittent SMTP

We are on a DirecPC hookup + dialup. The dialup is a DHCP
address. We are unable to get a constant address for a
dialup account.

At present we have a 3rd party collect all mail to our
domain, we connect with fetchmail every 5 minutes, and
download it.

Fetchmail then passes it off to exim+spamassassin, which
promptly throws half of it away.

With Fetchmail, I don't see much point in rejecting during
the submission. The message is already here.

Is there a way to have exim connect to the mail service
provider so that at least some of the rejection can happen
before it ties up my modem? I vaguely recall this being
possible, but after 15 minutes groveling the docs, I still
haven't remembered waht to look for.
