Then it's exiscan that's doing the RFC 2047 conversion - but perhaps it
uses Exim's function. I will look at Exim's function.

When I implemented it, I assumed (stupidly, of course, but I'm bad at
seeing the future) that this was going to be used for names and the
like, i.e. short strings.
