Amazingly - it's a hosting company. Any I talked to their tech and he's
just stubborn ablut it.

It's not selective - this is the response from anyone. He's frustrated
with bouncespam and doesn't know how else to deal with it. I was just
asking here to make sure I wasn't crazy myself. Thanks for the feedback.
