Everything that you described in your mail is entirely standard behavior
for Debian packages and is really outside the scope of the exim list.

Investigate e.g. the dpkg-reconfigure command. Since you blew away
/etc/exim4, and dpkg tries to respect local config changes even if those
"changes" mean the files were removed completely, you *may* need to use
the --force-confnew option to dpkg, but try to avoid it if you can.
