am using Exim 3.35 on Debian stable.

The "official" answer would be to upgrade to exim 4.x, as this
generation supports ACLs (which are tried in order of appearance, so if
you put your auth acl first you're "in" no matter what other acls of the
same "stage" (HELO, RCPT etc) say).
In your case I'd second the "official" answer. ;-)

I doubt that you will get much support (except from best effort) for
Exim 3.x. I upgraded last week and wouldn't want to look back. Exim 4 is
a very fine product. :)
