If someone is bcc-ing me through the relay that forwards to me, AND the
"To:" address is not me, but someone else in the same forwarding domain
(i.e., someone else using the same forwarding service), then it's spam. I
see this pattern all the time. It's the largest source of spam to my inbox
these days.
