After reading everything you have posted, your contention is that Exim is
the only MTA that does nothing to the BCC header, but I keep thinking
about how your original post started:

If you recieved a message with all the BCC recipients listed, then there
are at least two MTA's that do nothing with the BCC header, the users,
and yours.
