But, if the quota is nearly used, a warning message is likely also not
to be deliverable... leading to another warning... which is not
deliverable... leading to.......

Of course, one can invent logic to prevent the loop, but the point is
that it isn't dead easy. There's also the fact that there are two
delivery modes (include current message in quota check or don't).
