Right. That's assuming local_domains has been defined as in the
example, a list of the domains for which the server accepts email for
local delivery.

Accepting mail for the local domains is not called relaying.

I don't understand what you mean. If you don't want to accept
outgoing messages (messages addressed to non-local domains) and you
don't want to accept incoming messages (messages addressed to local
domains), just what messages *do* you want to accept?
