Yes, as exim will never cleans the cache by itself.

Usually it shouldn't be necessary to run exim_tidydb on it, as exim
deletes the records by itself. As Andreas already suggestes, you can
safely delete this file on boot. If you still want to use exim_tidydb,
then I would suggest a small -t setting (1h or so).
