These appear to be genuine Hotmail hosts, at least I've seen some of
them deliver mail to my servers:

2004-04-13 14:56:50 H=bay2-f60.bay2.hotmail.com (hotmail.com)
[65.54.247.60] incomplete transaction (RSET) from
<xxxxxxxxxxxx@???>

So they *did* have a working rDNS in the past, but it has either been
removed, or is currently not working:

$ host 65.54.247.60
Host 60.247.54.65.in-addr.arpa not found: 3(NXDOMAIN)
