Yes. The LOCAL_DELIVERY macro only is used *as* default value, i.e.
the exim-filter or can procmail override it.

A central setting might be easier to manage than dozens of filter
files and would protect you against a user accidentally deleting his
.forward. But there is no trouble lurking, the filter continue to
override the LOCAL_DELIVERY macro no matter what you set it to.
