The string
"Need HELO before MAIL"
does not appear in the sendmail source code.

sendmail uses
"503 5.0.0 Polite people say HELO first"

Seems like "just this one broken installation"

Here's a "default" installation:

503 5.0.0 Polite people say HELO first
