The default at the end of ACLs is to deny. So the above rule reads like
this:
check_4_denyhosts:
deny hosts = lsearch;/etc/denyhosts
deny
What you need is this:
check_4_denyhosts:
deny hosts = lsearch;/etc/denyhosts
accept
so that anything not in /etc/denyhosts is accepted.
