I think you're confusing /16 with /8 - AOL has 172.128.0.0/10, which doesn't
overlap 172.16.0.0/16.
You are absolutely correct in your assertion that the RFC1918 range is
172.16.0.0/12 rather than /16, but using /16 won't result in unnecessary
relaying, in fact quite the opposite.
