There is a cfg file in /etc/xinetd.d that has "disable" set to "no" (or false
or something-- I'm going by memory). Change that to "yes" then restart xinetd.
I don't know where your init scripts live since I don't know what kind of UNIX
your running. On most Linux and UNIX systems they reside at (or have a sym
link to) /etc/init.d. In that case, run

     grep -i disable /etc/xinetd.d/*
     # Edit the right file
     /etc/init.d/xinetd restart
