But it's not, and therefore a secondary MX can never really be of any
help in that case, or the vast majority of all other cases.

If a customer has enough connectivity problems to think they can justify
using their ISP as a secondary ISP then the real solution is to use the
ISP as the primary MX and to retrieve their mail by means other than
SMTP from the ISP.

Far too common a justification. Gentle persuasion and education
sometimes helps, and if not then a strongly and repeatedly applied
clue-by-4 usually does.
