[Exim] system wide exim filter

Hi there!

The MS Worms are driving me nuts and I migrated from 3.3.1 to 4.24 on a
debian with a rather sophisticated mysql setup :)

Now I wonder how to setup y system wide exim4 filder, which kills all
mails, which look like a worm or virus or even with an attached *exe.

I found system_exim.filter (IIRC) and there is in it a short description
on how to install:

LOG: PANIC DIE
Exim configuration error in line 95:
main option "message_filter" unknown

Looking for Howtos or guidance I only find texts dealing with a .forward
in ~, but how to do this system wide?
