Two things that come to my mind:

Shouldn't it be 'data = :fail: $local_part@$domain ....' ?
I don't know for sure, but I think the extra space between the last :
and the first $ is essential...

You could also take a look at the 'cannot_route_message' setting. It
might make a difference.

I haven't tested anything, these are just ideas ;)
