[Exim] ANNOUNCE: exiscan-4.24-12

I'm back from my holidays, and here's the exiscan patch for exim 4.24:

There are no functional changes in this release, just the adaption to
exim 4.24 so it applies "cleanly".

Those of you who applied the old patch and handled the rejects manually
can probably continue using their versions, since I discovered no
spectacular problems during the adaption :)
