As you know I was having the exact same problem (MailScanner as well).
If you do not have local delivery then why not use a MySQL based
vacation solution as was described to you in October 2002 here in the
list. Simple set user/group in that router equal to the exim user
(mailnull:mail or whatever owns the spool directory) and things will
work. They do here!
