It's a configuration error. You arranged an external SMTP delivery
to your own host, which exim refuses to do, because the mail would
just loop until it's grown beyond header/mail size restrictions.
Looks like there's an MX record for "internal.domain" pointing to
your exim host. You can avoid this by specifying your internal
mail server by IP address.
