I would do this in parts:

1. Get the sender verification to work. This is really trivial and with
good connection, should work with a simple line in ACL check_rcpt

require verify = sender

2. Get the recipient verification to work.
AFAIK, this is also trivial if only you could get your act in order.

I am confused about what you intend to achieve using the remote_forward
and the localuser routers. Are they not almost doing the same thing???

Anyway, exim -d -bh 1.2.3.4 should be your friend. You also have exim -d -bt
