Um, sorry. I was missing something.
Sometimes user education is a better solution than a technical solution.
If people are using procmail, have them forward with procmail and not
.forward. It's like any other choice - vi or emacs. csh or bash.
I would run a cron or something that detects the presence of both
.forward AND .procmailrc, and mail the user a warning that .forward is
ignored.
