Um, I must be missing something in this conversation. If you only use
procmail for delivery when people have a .procmailrc file, and you want
to run spambuster whenever you run procmail, why don't you just put it
in the global /etc/procmailrc file? The global procmail script can also
do some checks whether to run certain features depending on user
specific conditions...
