Sorry for posting twice on the same problem.

That is exactly equivalent to
accept domains = +local_domains : +local_spamcheck
endpass
message = unknown user
verify = recipient
Your problem lies not with the ACL, but with the routers. So don't
waste your time looking in the wrong place. ;-)
