Unfortunately now. Providing something "clever" for this kind of
requirement has been on the WishList since Exim 3. This is in the
section on "things that didn't make it into Exim 4":

. A new lookup library that operates on a specially prepared file of IP
addresses and masks so that a single "lookup" yields a yes/no answer.
This should be a freestanding thing - needs a utility to build the file
from a list.

The problem with DBM etc is that they work only on literal keys.
