[Exim] Brain Dead ISP's?

Are there really ISP's out there other than this one that are THIS dense and
brain dead?

If so, is there a better way to detect them than having my mailing list
software yanking the user from the list for bouncing, and getting a nasty
e-mail from him? Like perhaps a rule of some sort that will forward messages
rejected for stupid reasons like this to the postmaster? The moron who wrote
the rule didn't even bother to finish his e-mail address.
