That's an impressive claim, because:

And, of course, generally involves binding to port 25, or patching exim.

If you manage to bind to port 25 as a "non-root user", then you have an
interesting UNIX. (yes, I know about some of the ways of doing it: authbind,
POSIX capabilities).
