You should try deactivating it in your exim.conf. If you only deactivate
the daemon, exim will not be able to deliver mails anymore, because it
expects the daemon to be running.

Deactivate the amavis calls in your exim.conf instead of stopping the
daemon, and then see what happens with your load & deliveries.
