Basically all you need to do is add domains you want to do this for to
your 'relay_domains'. Exim will take care of the rest. (the 'forwarding'
that is). It will try in a specified interval. For example, first once
every 4 hours, then every 8 hours, then dayly, then weekly...

You can configure that in the 'RETRY CONFIGURATION' section of exim.
