a) did you do a queue run?
b) timeout_frozen_after will only get rid of frozen messages (e.g. bounces
which cannot be delivered). Maybe the messages you're trying to get rid of
aren't frozen - in that case, you need to look at the retry configuration
(search for "begin retry" in your config, and look at the Exim manual)
