But that'll only trigger on IPs which are blacklisted in precisely the
RBL, RSS _and_ OPS, and nothing else. There will be very few which do
that! Surely what the questioner is asking for is to allow
DUL-blacklisted hosts through and blacklist all the rest? I was
reading a mail on this list under a different thread only a short time
ago which discussed this, and I thought gave a usable recipe, no?

Of course if all else fails: if he doesn't want to block all of the
RBL+ blacklists, then one can enumerate all the values which he wants
to block.

(though speaking for ourselves, we block all of the RBL+ _and_ some
more...).
