It looks like an inbound email.. your not posting the full log of this email
grep your mail log for "19L4Al-0007Xi-00" and post that to the mailing list
and we can get a full view of what this email was doing.

That's because your exim config is using xbl.selwerd.cx and host/ip
200.185.46.13 is listed in that RBL... the message is being accepted for
delivery.
