If you are going to go to this much effort, it would seem valid to first
turn on smtp sender verification in exim. While this is 'expensive', is it
less immediately expensive than your suggestion for those addresses that
will bounce, in the first instance. Then go on to check the sender against a
white-list files etc. ?

Just my thoughts.
