Yes. Single quotes have no special meaning in RFC 2822 (or 822). So that
is syntactically valid according to those RFCs. However, single quotes
may not be part of a domain name for messages transmitted over SMTP.
That is, they are forbidden by RFC 2821.

Double quotes are not allowed there either, but for a different reason.
They are syntactically incorrect.
