Just maintain a local copy of /etc/master.passwd, with the appropriate
permissions and ownership, in (say) /etc/exim/

Or use cyrus sasl's pwcheck method to AUTH - you'd have to recompile
exim to enable auth pwcheck after installing SASL's pwcheck.
