No, it does not mean they are working fine.
What do you mean by they execute ? Give us a full example.
Also, where did you type these telnet from ?
The server or the workstation ? Did you try on both ?

That seems to me that your workstation is not able to contact
your server. Are you sure that all IPs are fine ? Can you at least
ping the server from the workstation ? Can you ping the workstation
from the server ?
