You should upgrade to exim 4.12 it has many new features.

A simple router for your needs.

virtual_aliases:
driver = redirect
data = ${lookup {$local_part@$domain} lsearch*@ {/etc/mailforwards}}


/etc/mailforwards should look like this

user1@???: user3@???
user2@???: user1@???
*@domain3.com: user1@???
etc...

ciao
