Exim does not strip it.
In the log you sent yesterday, it was shown that you receive the message
with the envelope-to "user@???", but with the message-header-to
"user@???", you RECEIVED it this ways, if something
rewrote it, it was not exim, but something before it.

Addresses are NOT taken from the message-header-To:
