Hello Philip,
Many thanks for your reply.
That was it.
I had specified in the Loca/Makefile the config file as: /etc/exim
I was expecting that to be the directory where the file was residing, however it is not.

That means no ACL is defined.

Looks like some how your Exim is not seeing that configuration file.
What is the output from

exim -bP configure_file

? Is is the correct file? What is the output from

exim -bP acl_smtp_rcpt

? That should name the ACL is is going to use for RCPT commands.
