[Exim] more about conditional queueing

Hello Philip and others,

If I use `:defer:' special action in redirect router, can I apply some
special retry rules to these?

If not, can it be implemented in general (if reasonable), i.e.

# Routers configuration
forced_defer:
driver = redirect
condition = ..something..
allow_defer
data = :defer: deferred by administrator

# Retry configuration
*       refused_A             F,2h,20m;
*       defer_special         F,24h,5m;

That's to indicate that forced `defer' action is controlled by means
other than retry rules.
