Its Exim 3.21 and I also tried to use a 3.36 binary(without a "make install") but gave me the same problem.

Hmm. It shouldn't end there. That is suspicious. Which release of Exim?
(Maybe you said, but I'm afraid I deal with so much mail I forget these
details...)
Could be that the DBM library is crashing, I suppose, when trying to
write the retry data. However, it has clearly succeeded in the past, so
that seems rather unlikely.
