Maybe I'm overlooking something obvious, but why don't you just change
SMTP_MAX_RCPTS to 50 in Mailman while you're debugging the problem?

Now we're down to 23 exim processes (instead of 58) and things will get thru
without crashing the system.

I don't know for sure what is causing your problems, but I run mail lists of
similiar size in Mailman on ANTIQUE hardware - k6/200, 64 Meg, and a couple of
IDE disks. List mail gets delivered VERY quickly, even on the ancient mail
list server.

I don't know what your connectivity is, but I'd sure bet that DNS delays are
what is causing the problems...
