I was probably under a misapprehension (OK, I was *wrong* :-) when I wrote
that. The issue is complicated:
The problem is that often, a warning message is issued when there hasn't
actually been a delivery attempt. Exim looks at a message during a queue
run, but discovers that the retry time for delivery hasn't arrived. So
it doesn't try to deliver. However, it then notices that the time for
sending a warning HAS arrived. So it sends the warning, but because it
hasn't actually tried a delivery, it doesn't know what the reason for
the delay is.
