Hotmail refuses connections about 75% of the time - they are permanently
overloaded.. Since they are a free service, one gets what one pays for.
I recommend setting a max timeout of say 1h for *@hotmail.com in your
retry rules, and if any of your customers get upset, explain that they
are tying to email someone using a free service that is very unreliable.
You wont be lying..
